Persons with visual impairments will be able to access support services free of charge, such as “writing the postal address, completing the form, stamping, paste” according to the order No. 30-D issued by the Post Office of Moldova on February 4, 2019.
The decision of the Post Office of Moldova was taken on the recommendation of the Council for Preventing and Eliminating Discrimination and Ensuring Equality, which examined the circumstances of the case no. 102 and found out that the Order, which charged prices for support services, was discriminatory towards persons with disabilities (physical, sensory, mental).
The seemingly neutral provision indirectly disadvantages people with disabilities because those persons, who do not face difficulties in writing, will not use these serves and will not pay for them, consequently persons with disabilities will pay more for Post services. Although, they should enjoy equally goods and services available to the public.
According to the decision from 20 November 2018, Council recommended to the Post Office of Moldova to modify the order in a way no to charge persons with disabilities for writing addresses or filling out any other forms.
Council welcomes initiatives to provide support services free of charge for persons with visual impairments and expresses confidence that the list of beneficiaries will be extended, and will include people with physical, intellectual and illiterate disabilities
